+Currently, the top 102 Dogecoin addresses control over 67.41% of Dogecoin ([https://bitinfocharts.com/top-100-richest-dogecoin-addresses.html source]). Not very decentralized at all. Actually it is very centralized. Papa Musk doesn’t like that. He even said, “If major Dogecoin holders sell most of their coins, it will get my full support. Too much concentration is the only real issue imo” ([https://twitter.com/elonmusk/status/1361094185412100096 source]). The richest man alive, Mr. Musk, said he would, “... literally pay actual $ if they just void their accounts” ([https://twitter.com/elonmusk/status/1361255427669909504 source]). Even though Dogeking Musk can pay, we as his Dogelings can help him out. In fact, many of us are mere Dogeletariats.

+Every 1337th block, a Dogecoin implementation of [https://github.com/randao/randao RANDAO] will be used to determine if that block’s block reward will be SEIZED and distributed to the bottom 80% of Dogecoin selected addresses.
+
+Using the RANDAO random number generator as used in Ethereum, it will generate a random selection of 1337 lucky Dogecoin addresses in the bottom 80% of Dogecoin wealth holders to receive an even split of each block reward.
+
+The implementation of RANDAO on Dogecoin is quite trivial and left as an exercise to the community as it is quite simple.

Voting on the community fund will be done on Discord voice chat with no deafening. Every Doge has an equal voice. Each vote should be capped at 1337 minutes long.
