[#1336, #1063] Moved to selenium/standalone-chrome for ARM.

Changes

• Updated selenium/standalone-chrome to selenium/standalone-chromium and version 128.0. This also updated Selenium to version 4.
• Removed docker-compose.override.default.yml as selenium/standalone-chromium is now dual-publishing in multiple architectures.
• Added optimised options for running Chrome (thanks to @clau in this tread https://drupal.slack.com/archives/C4T2JHG9K/p1724167890573549?thread_ts=1719332929.141199&cid=C4T2JHG9K)
• Added support for a VNC into the running tests container.
