Bump BSK (#3441)

**Description**:
This PR:
- bumps BSK to keep it in sync with the macOS PR
duckduckgo/BrowserServicesKit#1017
- resolves some npm dependencies that were messed up after a dependabot
update. It's changed to match what the macOS app
- updates autoconsent to the latest version
