I added links for all states to the elections homepage, registration info and where available the absentee info and military and overseas info (usually that was 1 link, sometimes 2).

Where explicit links didn't exist, I did not include them.

Adding some more detailed notes

I attempted to add the following to each state:

homepage = ""
registration_info = ""
absentee_info = ""
military_overseas_info = ""

Where I could not find a relevant page, I omitted that key from the file.

There are some one-offs as well.
Most states had a page for "Military and Overseas". Some had one page for "Military" and another for "Overseas". In that case there are two keys: "military_info" and "overseas_info" instead of the single "military_overseas_info"
