This adds
concurrencysettings to the integration test GitHub Actions workflow to avoid hammering the API when there is a lot of activity on this repo.Since the integration-test and integration-test-pr workflows were functionally equivalent (and nearly identical in configuration), I have also collapsed those workflows into a single workflow, similar to how we have things set up in the Terraform provider.
