This is a revive of twitter's util-eval. The last commit in the twitter/uril with this code was https://github.com/twitter/util/commit/84d90c79 as it was deleted in the next commit https://github.com/twitter/util/commit/9cd39515b1ac4dc0244a96083f34925be573fdfe

So this code is based off the code in the repo at that commit.

The humble goal is to keep it up to date so that it works with the app we have so we will put some resources into keeping a version working with the latest twitter util-core.
