Purpose
Implement ECS functionality that is able to support title level requests (TLR) between tenants.
Approach
During implementation we created a separate feature branch. This branch contains changes that were made by different PRs. All those PRs were approved and passed all required checks (SonarQube analysis, etc.).
As a result we do not need to have a deep review of this PR.
