UIU-2955 - Relabel 'Users: Can create new user' to 'Users: Can create and edit users'

Purpose

UIU-2955 - Permission "Create users" includes "Edit users" as well

Approach

Relabel ui-users.create from "Users: Can create new user" to something like "Users: Can create and edit users", leaving the permissions as-is.

While it's helpful for reviewers to help identify potential problems, ensuring that it's safe to merge is ultimately the responsibility of the PR assignee.
