Merge #2024

2024: Release version 0.4.15 r=da-kami a=itchymax Hi `@da-kami!` This PR was created in response to a manual trigger of the release workflow here: https://github.com/itchysats/itchysats/actions/runs/2310995397. I've bumped the versions in the manifest files in this commit: fa19d27. Merging this PR will create a GitHub release!
