Update Bazel to 7.1.1 and rules_jvm_external to 5.3

• Update rules_jvm_external to 5.3
• Stop using build and use common in bazelrc definitions. This is to that we avoid repetition and potentially avoid analyiss cache invalidation when switching between build and test command.
• Update bazel to 7.1.1
• Fix lint's models_dir wrongly declared as file instead of directory. This is error in Bazel 7.
