Upgraded sufia to 6.4.0; includes codebase changes from running gener…

…ators for citation_config, geonames_username_config, minimagick_config, upload_to_collection_config, and lock_manager_config. Cleaned up indenting in routes.rb. Fixes #159. Fixes #124. Fixes #77. Fixes #69. Refs #138 (needs test verification).
