Added section for new environment rcs_2023.09, including detailed conda package list, similar to that mentioned in 2022.11 release.

Note that Python is at version 3.10.12 from Sept. 2022.

Python v3.11 was released in April 2023, but our very long grid software build only worked with 3.10 no matter what I tried.

The explanations for switching back in the docs are not entirely correct -- what you do in the terminal with module load does not affect the GUI. This, and other parts, needs re-writing; but I don't want to delay pushing this out so we can point to the new versions. I'll file another issue.
