Permission refactor, react and tooltip pinning

Release notes:

• Use the declarativeContent api to reduce the required permissions
• Ported the config to react 16 and cleaned it up
• Added a snackbar for messages ( or is it a toast bar ? 🍞 🔥 )
• Clicking the Icon now adds the current domain to the list of active website
• Pinning ! Pin the tooltip to the screen ! Can be useful if you want to scan many tickets but don't want the tooltip to move around.
