Both crates only exist to share code internally. We unfortunately have to publish them to crates.io. This PR adds a message to the
README.mdof both crates that they are internal and that there are no API stability guarantees. This allows us to omit changes to them from the CHANGELOG which are of dubious value to buildpack authors.This PR also removes pending CHANGELOG entries for
