What kind of change does this PR introduce?

  • Fast-forwards the cookiecutter
  • Drops Python3.8

Does this PR introduce a breaking change?

Yes. Python3.8 support has been dropped. This version has been end-of-life for some time and will no longer be receiving security fixes as of October 2024.
