Primary motivation for change was: #49 & iTwin/itwinjs-core#6316.
Along the way all dependencies were upgrade to latest too and unused dependencies have been removed
src code changes were made because
getResolvedModule()was removed in microsoft/TypeScript#55790 but was added tots.programin microsoft/TypeScript#55818
