Move tests to the src folder

Motivation and Context

Moving tests to the src folder allow us to simplify our config. Same typescript config can now be used to compile tests, wich could now be run without relying on ts-node in the CI environment or could be processed to run them in a real ESM context.

How Has This Been Tested?

• Tests run successfully.
