Refresh lock file to ensure ckanapi will be in the environment and fix the notebooks:

• data_access_notebooks/2017-09-09-hurricane_irma.ipynb (removed broken URL)
• data_access_notebooks/2016-10-12-fetching_data.ipynb (needs Always quote v2 erddapy#360)
• data_access_notebooks/2021-10-19-multiple-erddap-search.ipynb (needs Always quote v2 erddapy#360 and small np2 fix)
• data_access_notebooks/2022-11-23_pyobis_example.ipynb (adapt to latest geopandas without datasets)
• data_access_notebooks/2024-09-17-CKAN_API_Query.ipynb (adapt to latest geopandas without datasets)

We are back to HTTP Error 500 in the ERDDAP interpolate example b/c the server is kicking us out for using it "too much."
That is fine and, as long as that is the only notebook failure here, I'll merge this one to finally get the Matt's CKAN notebook into the gallery,
