Added directory containing all files related to the dataflow alerts/reports system. All necessary steps are in README.md.

Loose ends:

Could not get crontab to run nbconvert on metrics-dev.
There is still room for debate on whether alerts based on only one standard deviation is sufficient for this purpose.
Right now, most of the code relies on the xdmod-alerts directory to be in /data/www/nacruz/share/html/reports.
