This pull request adds Thomas Schuetz as a candidate for the Governance Committee for 2023. Thomas is a Lead Cloud Engineer and Community Lead at WhizUs, with a strong background in delivering software and infrastructure. He is a CNCF and CDF Ambassador as well as Co-Chair of the CNCF TAG App Delivery. He is one of the minds behind the Keptn Lifecycle Toolkit, and former member of the Keptn Technical Committee. Furthermore, he is teaching Cloud Native Technologies / Kubernetes and co-author of the Book "Strategizing Continuous Delivery in the Cloud".
