continue to stub out Preonic board configuration and add variant files
- Updated `preonic.build.extra_flags` in `boards.txt` to include `-DCFG_TUD_HID=3` - Added new files `variant.cpp` and `variant.h` in `variants/preonic` directory for Preonic board configuration
