Unit-Test: adding specific test for block sparse functions #1944

This basically adds one more executable per backend that will run all our block sparse unit-test and thus reduce the pressure on the sparse unit-test timeout.
fix clang-format issue
Ugh, the block sparse unit-test are already taking longer than the "regular" sparse unit-test, it seems that spmmv is a bit long, at least on my laptop... |

FYI: this is only one of the potential solution to the timeout problem which I found easy to implement, of course we could do something different, like not adding a new test but simply adding the
Test_Backend_BlockSparse.cpp
source file (with potential appropriate modifications) to split our tests in two compilation units and use some gtest command line logic to trigger block and non-block tests separately.
