Classical Methods

Fixed Bugs in json serialization of madmolecule (forgot to convert to Mulliken);
Prior Releases will behave faulty for all molecules with more than 2 electrons

Added support for some classical methods through pyscf

Added optimize_measurement

added simple function to optimize measurements and return groupings as qasm circuits and openfermion operators
no changes in the rest of the resource
