chore: Scaffold browser telemetry (#659)

Scaffold the browser-telemetry project using the same build
configuration as the browser package.

In the original prototype it was done using rollup, but I would like to
generally start using this new configuration.

+- LaunchDarkly is a continuous delivery platform that provides feature flags as a service and allows developers to iterate quickly and safely. We allow you to easily flag your features and manage them from the LaunchDarkly dashboard. With LaunchDarkly, you can:
