Added information on running a Game Gear at 12 volts, and added a section on the console's low voltage thresholds.

This is the first release of this document. As it is a LaTeX project, I'm only putting the output PDF files in the releases and not in the repository itself.

If you find this useful, let me know! I'm going to continue adding to it over time, as I still have a number of pieces I am yet to explain and questions I haven't answered.
