update flink to 1.17.2, spark 3.3.4

Bump to flink 1.17.2 required to resolve version incompatibility between flink-connector-kafka 1.14.3 and kafka-clients 3.2.3 when feeding flink metrics to datadog.

Error while reporting metrics java.lang.NoSuchMethodError: 'double org.apache.kafka.common.Metric.value()'
