Description
Includes an internal fork of https://github.com/open-telemetry/opentelemetry-collector-contrib/tree/main/pkg/sampling with added support for Cloud Observability's Satellite sampling signal.
How Has This Been Tested?
This code was tested internally in a migration to OpenTelemetry collectors. The copy here lacks a few tests that depended on Cloud Observability internals.
