sql: add TRIGGER datatype

This patch adds support for the special datatype `TRIGGER`. It is only
used as the return type of a trigger function, and leads to an error in
other contexts. This patch does not add support for trigger functions,
tracked in cockroachdb#126356.

Fixes cockroachdb#126476
