Summary

These changes aim to bring the General API up to date to the specifications: https://docs.gomaestro.org/Cardano/Indexer-API/General/protocol-parameters

Changes are:

1. Remove the deprecated General endpoint for Protocol Parameters: https://docs.gomaestro.org/Cardano/Indexer-API/General/protocol-params
2. Implement the changes for the new General endpoint for Protocol Parameters: https://docs.gomaestro.org/Cardano/Indexer-API/General/protocol-parameters
