Prepare GitHub actions for new labeling scheme

This PR removes the synchronization necessary to keep our GitHub project running. I'll be deleting the project after this PR is merged.

It also modifies GitHub templates to follow our new labeling scheme by using a "needs:" label for triage issues instead of a "status:" label.
