As flagged in #396, the link to the sparse GP tutorial notebook has been broken for some time. My personal copy of that notebook was significantly out of date with the current version of flare, so I've updated it to work with the current master branch. To try to ensure that the tutorial doesn't break in the future, I've moved it to a jupyter notebook internal to the flare repo and reinstated the github action workflow that converts the notebook to a python script and runs it.
