There were some value I had to manually input into heroku to get it working. I'm pretty sure we could add them with additional_django_vars from the girder terraform provider

I'm pretty sure that the db url is not tracked

This is provided by heroku automatically, since we're using a heroku provisioned postgres instance, so there's no need to provide this in terraform.
