Major code overhaul

Release based on mid-Aug state of code, including pip install function, pretrained models for quick setup up, and example region files.

Initial upload

This is the initial upload of the BrightComets software, based on work done during the summer of 2018. Future updates to the code will be included in upcoming version releases.
