Adds a guide to use the gen3 client to download files from CDS directly to local or cloud compute environments.
This would work for both open-access or controlled access data. The demo here is on open access data (just because I know the size was reasonable) but we might want to consider where we put this guide.
Goes along side a sibling PR in htan-portal which adds functionality to provide the gen3 commands in the download dialogue box
