This should have been a part of 4da86a4.
tsv-utils is no longer used. It's possible that one might want to use their own custom conda environment, but the error that arises from missing seqkit should be meaningful enough.
This was added when a custom Docker image was used to have Nextalign/Nextclade v2. Those are now the default in all managed runtimes provided by Nextstrain CLI, so there is no need for this section (where the config paths are outdated).
Rename "Installation" to "Software requirements" since the workflow is not really something to be "installed". Move it to the top since requirements naturally comes before usage. Split "Data use" and "Update example data" sections to be their own sections. Move "Data use" to the bottom as is typical for acknowledgements.
To be consistent with other section names at the same level.
