Update email templates for curator notifications

Changed the images used in the email notifications sent to curators when a new ARC is submitted.
Also, updated the HTML template to use MJML, a responsive email framework, to better align with our current stack and improve email readability across various email clients.
Note: MJML provides a more modern and maintainable approach for creating responsive emails.
