[tuner] Combine multiple log files (#95)

Now there will be 3 logs generated by `autotune.py`

1. `autotune_###.log`: Provides a trace of the script's execution steps.
2. `output.log`: Captures outputs generated during the script run.
3. `result_summary.log`: Summarizes important info and spec contents of
top candidates
