Swap minimum and recommended system requirements in user guide (#16959)

Fixes #16941

Summary of the issue:
Move minimum system requirements above recommended system requirements. Also fix the anchor for recommended system requirements to be distinct from the minimum system requirements anchor

Description of user facing changes
Minimum system requirements now appears above recommended requirements (and both can be linked to)
