vars: Update current OBS version to 30.1.2

Description

Update current OBS version to 30.1.2.

Motivation and Context

Start warning users submitting pre-30.1.2 logs to update. We can hold off on merging if we want to wait a bit longer, but I wanted to make the PR available.

How Has This Been Tested?

I haven't tested this, but I had previously tested an identical update for 30.1.1.
