[shippingservice] fix context propagation (#1433)

* Update dependencies and fix context propagation

* Fix TODO comments and set default quote service address

* Add OTLP logs exporter and move configuration to telemetry folder

* Add metrics conf

* Update OTEL_EXPORTER_OTLP_TRACES_ENDPOINT to OTEL_EXPORTER_OTLP_ENDPOINT
