SemConv 1.26 contains a substantial number of breaking changes to HTTP-related tracing. While the basic functionality of the instrumentation libraries are unchanged, changes to span names and attributes will break any reliance on those data for things like alerting, dashboards, etc. As such, we want to release all HTTP-related libraries at once with major version updates.
