Replace PlantUML with JPG version of Figure 1

@cmheazel This may make things worse. Can we then build a PDF/HTML version that is correct, with the example Annex and corrected Figure 1. (Figure 2 and Figure 1 switched places as we reordered the clauses.)

I've downloaded the code to my machine and performed a first build. The plantUML is back, I'll fix that. The examples are there, but in a section 13, not in an Annex. I'll fix that as well.

I'll be replacing the in-line plantuml with Figure1Mermaid.jpg.

By PlantUML is back, I think you mean the (correct) script is there, but no corresponding image/jpg that we can use.
Interesting about the Example Annex. I see it starting:

Just like the Bibliography. Does the Bibliography appear as a Section or an Annex?

Does the blank line at the start of the Bibliography have significance?
