Description

Bump Symfony to the latest patch release that came out on 29 July 2023.
Apply to the release branch for 10.13

@jnweiger Symfony 5.4.26 patch release came out over last weekend.
IMO we can easily apply to the release branch for 10.13.0 (and it will end up in master when the branch is merged back).
