This adds a test script that performs bidirectional IBC transfers between Penumbra and Noble.
Prerequisites:
pcliinstallation in the$PATHjqThis should be integrated into a GitHub workflow. It's not clear if it belongs in the existing smoketest workflow or a new workflow.
