Description of changes

What did you change in this pull request? Provide a description of files changed, user interactions changed, etc. Include how to test your changes.

Update jena-tdb and jena-text to 4.10.0. This pr combines 2 dependabot prs to individually update these packages (PR #1546 and #1547). Capping both versions to 4.10.0 as 5+ requires spring boot 6

Looks good to me!

I verified that there is an InMemoryTaxonomyServiceIT.java test that verified this is working as expected.
