Add Civic domain to the whitelist

This PR proposes to add civic.id, civic.com, civic.me to the whitelist. Civic.id is a legitimate platform for digital identity verification and should not be blocked as a malicious site.

Justification

• Civic.id (https://www.civic.id) is a well-established identity verification service.
• It's currently being incorrectly flagged as malicious.
