In PRs from my personal fork, the publish steps attempt to run but fail due to the missing
pat. This PR addsyarn vsix(which is helpful locally) and builds and uploads the vsix artifact independent of the publish steps.I also prevented the publishing steps from running for forks outside the
posit-devorg.
