The commit adds a Makefile and Makefile.vars.mk pair that are inspired by the Commodore component template to provide `jsonnetfmt` and `jsonnetfmt_check` targets. The commit also adds a GitHub actions job which calls `make -C gitlab jsonnetfmt_check`

Initial open-source release of the GitLab CI pipeline generator and associated documentation that's been in use internally at VSHN for the last couple years.
Note that the GitHub action which is supposed to prune old container images hasn't been tested yet.
The test execution of the Jsonnet generator script isn't part of this PR. See #2 for that part of the initial release.
