Add support for SELinux AVC statistics (#599)

Add interfaces to read the SELinux AVC runtime statistics from
/sys/fs/selinux/avc/cache_stats and /sys/fs/selinux/avc/hash_stats.

Refactored from prometheus/node_exporter#2418
