Towncrier stops to perform the default `build` subcommand, once you specify '--version'. So we need to explicitely do 'towncrier build ...' [noissue]

Turned out that "§" is not accessible on some keyboard alyouts. I was wondering why no programming language had used that character before...
Towncrier stops to perform the default
buildsubcommand, once youspecify '--version'. So we need to explicitely do 'towncrier build ...'
That's probably the reason why we had it pinned to that old version.
